I suspect disk bottlenecks or network, but I don't know how I could set something up to diagnose this (and in particular, given that I can't get programs to start in a timely manner, I'd prefer something that automatically starts and logs data for later analysis than something like Process Explorer, which always leaves me worrying that by the time it started the problem had gone away :-)

I'd rather understand what's happening and then work out how to address it, than have to go for a blind "switch things off and see what helps" approach, but maybe that's being optimistic :-) I can't see any high CPU activity in task manager or Process Explorer, and I can't hear any high disk activity. The event log shows nothing of any obvious interest. I imagine that the issue is with one or more programs that run on startup, but I don't know quite how to identify which one it might be.

The mouse and Windows UI is responsive, but programs take forever to start, webpages seem to hang (or at least load extremely slowly) and so on. At that point, however, the system is extremely unresponsive for up to 5 minutes - if I click on Firefox to start it, nothing appears to happen for a long time, etc, etc. I suspect the same would happen with Win 10, but that's just a guess.When I start my PC, it boots into Windows (Windows 7 32-bit) quite happily, I login and the main Windows screen appears. Thought I would share my findings for what it's worth. I was unable to find a solution other than to uninstall ATI 2017.
No matter, I'm interested in data integrity, not speed, when it comes to restoring files. It restored properly, although seemed to take forever. I try to keep data off of the boot drive. In fact I used ATI to recover the data on my data drive. I have been a ATI user for quite a long time, and I am distressed at this turn of events. Since this took me practically all day I'm not about to reinstall ATI just to get the names. I did not make a screen shot of the MSCONFIG control panel so I don't know what the service names were. I uninstalled ATI 2017 and have had no login problems since. I didn't make a screen shot of the MSCONFIG control panel, so I'm not sure what the ATI services were named. Then it finally times out and logs in locally. My guess is that it somehow makes the computer think it's on a domain and is waiting for the network profile to load up.
I am convinced that something is going on with ATI services. I tried disabling/enabling the ATI services and 100% of the time I could turn the slow login on and off at will. As soon as I enabled the first 3 ATI services, the slow login appeared. ATI 2017 loads about 7 services, with 3 of them at, or near, the top of the list. Then enabled the non-Microsoft services one by one. Used msconfig.msc to set up a clean boot, disabling all services except Microsoft services. Used gpedit.exe to change "Set max wait time if user has roaming profile. Changed user background to image instead of solid color. Tried all fixes commonly known (or at least that I could find).
